Solar Powered recharging stations

I'm a software tech guy who's looking into solar powered rechanging statiions for our occupation here in Santa Cruz. But I'm guessing that there are people much more knowlegable about solar panels than I am. Since I'm not knowlegable at all about it :-)
So I'm hoping that people reading this forum will be able to help. Ideally, what we need looks like this:
- There's a place to plug in mobile phone and perhaps laptop rechargers (preferably several people at once).
- The solar panel charges a storage battery so that people can recharge phones after dark.
- The set-up can survive getting rained on, and is durable enough to last.
- It's simple to use and once it's assembled, no wizards need to be around to keep it going.
I see products for a one-person charger, but it looks like this would need to be a kit. If somebody can point me to instructions, or post a how-to, it would help not just us, but anybody in cities where there's good sun.
